Saudi Arabia’s e-invoicing (Fatoora) moved from generating invoices electronically (Phase 1) to integrating your invoicing system with ZATCA’s platform (Phase 2). ZATCA brings taxpayers in by waves, lowering the revenue threshold each time.
Who is in Wave 24?
ZATCA’s Wave 24 covers taxpayers whose revenues subject to VAT exceeded SAR 375,000 in 2022, 2023 or 2024. Those taxpayers are notified and must integrate with the Fatoora platform by 30 June 2026. Always check the notification ZATCA sends you.
How Odoo handles Phase 2
- Onboarding: each sales journal is onboarded to ZATCA using a 6-digit OTP from the Fatoora portal
- Environments: sandbox, simulation and production, so you can test before going live
- B2B tax invoices are sent for clearance; B2C simplified invoices are reported and carry a QR code
- Responses are shown clearly: accepted, accepted with warnings, or rejected for correction and resubmission
- Arabic / bilingual invoice and POS receipt layouts
- 15% VAT, zero-rated and exempt supplies and VAT reports pre-configured

- Credit notes that are not linked to the original invoice

A safe rollout plan
- Clean customer master data (VAT numbers, addresses)
- Onboard journals in the sandbox and test every invoice type
- Move to simulation and test with real scenarios
- Switch to production before your deadline
- Monitor rejected invoices daily in the first weeks
