ZATCA deadline

Companies whose VAT-able revenue exceeded SAR 375,000 in 2022, 2023 or 2024 are in Wave 24 and must integrate with the Fatoora platform by 30 June 2026. New waves keep lowering the threshold.

What slows businesses down in Saudi Arabia

The problems we hear most often, and fix with Odoo.

ZATCA Phase 2 is hard to get right

CSID onboarding, clearance for B2B invoices, reporting for B2C, QR codes and rejected invoices that must be corrected and resubmitted.

Invoices must be Arabic

Tax invoices and POS receipts need Arabic (or bilingual) content, many systems cannot do it cleanly.

Payroll lives in spreadsheets

GOSI for Saudi and non-Saudi staff, housing and transport allowances, overtime and loans calculated by hand every month.

WPS / Mudad files take days

Salary files prepared manually for Mudad and the bank, with errors that delay payment.

End-of-service surprises

No monthly provision for end-of-service benefits, so a resignation becomes a cash-flow shock.

Iqama and document expiry

Iqamas, work permits and medical insurance tracked in email and Excel, renewals get missed.

Saudization (Nitaqat) blind spots

No live view of Saudi vs non-Saudi headcount per branch when planning hires.

Disconnected branches

Separate systems in Riyadh, Jeddah and Dammam, no single view of stock, sales or cash.

Compliance

Tax, invoicing and accounting, built in

ZATCA e-invoicing (Phase 2)

Journals onboarded to Fatoora; B2B tax invoices cleared and B2C simplified invoices reported with QR codes; rejected invoices flagged for correction.

VAT 15%

Pre-configured sales, purchase and withholding taxes, zero-rated and exempt supplies, and VAT reports exportable to Excel/PDF.

Arabic & bilingual documents

Tax invoices and POS receipts in Arabic or Arabic/English (GCC format).

Saudi chart of accounts

Local chart of accounts and journals ready to use.

HR & payroll

Payroll and HR the way Saudi Arabia requires

GOSI

Employee and employer contributions calculated automatically, with separate rules for Saudi and non-Saudi employees.

WPS / Mudad

Salary (WPS) report generated per payslip or pay run, ready for upload.

End-of-service benefits

Monthly provisions so the lump sum is always funded and correct.

Allowances & benefits

Housing, transport and other allowances, plus iqama fees, medical insurance and work permits.

Leave & loans

Annual leave accrual, loans and salary advances with repayment schedules.

Document expiry alerts

Iqama, passport, work permit and insurance expiry reminders for HR (custom).

FAQs

Odoo in Saudi Arabia: your questions

Is Odoo approved for ZATCA e-invoicing?

Odoo’s Saudi localisation includes ZATCA Phase 2 API integration: journals are onboarded with an OTP from the Fatoora portal, B2B invoices are cleared and B2C simplified invoices are reported. We set it up and test it in the sandbox before going live.

Which ZATCA wave am I in?

ZATCA notifies each taxpayer directly. Wave 24 covers businesses with VAT-able revenue above SAR 375,000 in 2022, 2023 or 2024, with a 30 June 2026 deadline. If you are unsure, we can check your readiness in a free call.

Does Odoo handle Saudi payroll?

Yes. Odoo’s Saudi payroll localisation covers GOSI, the WPS report, end-of-service provisions, allowances, leave and loans. We configure it for your salary structures.

Can invoices be in Arabic?

Yes, Arabic-only or bilingual Arabic/English invoices and POS receipts.

Do you have Saudi clients?

Yes, including an Odoo 15 → 16 Enterprise upgrade for a trading company in Riyadh, custom add-ons for a client in Jeddah and an Arabic Odoo SaaS set-up in Riyadh.

Tax and labour rules change often. Information on this page was checked in September 2026, confirm current requirements with your tax adviser.
